I didn't read it so closely but if I understand it correctly it's the 
Express version that doesn't work - not the real server (which nobody will 
install on Vista anyway).

I find the article full of rather strange and irrelevant remarks and the 
author is clearly making too much out it IMHO.

Nevertheless, it must be very embarassing that the latest desktop version of 
their database doesn't run under their latest OS - if it's true...
