remove the picture and see if that is affecting it?

Do you mean it has worked all this time and now is not working correctly? Or 
is this a new report?


Try this:
Make a copy of the report.
Open copy in design mode and remove things one at time checking after each 
remove if it was causing the issue.
(Often I remove half the things first time, then if OK, remove other half, 
etc to try and narrow it down.)
Sometimes one object can move a lot around...
