Does the User have access to the Registry branch of the BDE, and also 
does the user have access to the location that contains the idapi.cfg file.

By default, if the BDE cannot find what it needs to identify the 
preferred location of the .NET file, the fallback location is C:\ which 
is what I believe you are seeing.
