I used to have a lot of formatted memos with very small contents and 
filed size of 1.  Never had problems.
I converted most to memos cause no one used the formatting anyway.

Not sure about network traffic.  If it's longer than 255 anyway I'm not 
sure it's going to change much except for "complete display" on form fields.

Long term, you can easily convert the formatted part to html or .doc or 
something else.  There's code floating around that does that.
