Yes that was the site I was thinking of. Turns out I had already
downloaded those files, which is why I deleted my original post.

Problem is that the "PRuntime.exe" is actually SP2, I thought that was
the application, it should be named PRuntimeSP2.exe. The actual Runtime
program is not there. So I scoured the internet.

I'll be darned I found a site that was offering the Paradox 9 Runtime
for download to run their program. Scanned it with 3 anti-virus programs
and seemed on the up and up. Got it installed, added the 2 Sp's, more
antivirus scanning, tested and it works. Hot damn!
