Is it an external drive via USB? A network drive, with embedded
Linux/SAMBA? Or has a drive been swapped out of a Server? If USB, check
the BIOS USB settings. If a network drive, there's a management utility
that came with it. Run that and check the inactivity settings. If a new
drive in a box, check the BIOS settings for inactivity.
Unless Windows puts drives to sleep as well. Maybe check system settings
or power settings.
