WordPerfect Office 2021 PRO has latest Paradox Build. Must be PRO.

You can usually find the latest WPO PRO for about $200 if you
feel the need to “have new”. (Some businesses do…)

https://www.wordperfect.com/en/product/professional-edition/

There are no significant new features in the latest builds, but they are
compiled and guaranteed to run on whatever version of Windows is listed on
box. I feel 10 was better than 9, but opinions vary. Development stopped
on the BDE and Paradox base about version 9-10.

Most of us are running Paradox 9 or 10 on Windows XP / 10. (many other combinations)
Unless you encounter a specific need or defect, Paradox 9 might suite your
needs.
I would be scolded here if not also mentioning that you should look at moving
to a new solution, C# and SQL, something like that.
