Ia have winhlp32.exe with size of 296960 bytes.

I keep it in ZIP on standby :-)

When some windows update replaces this file in windows folder,
then I have to replace it manualy.

Right click on exe, take ownership, change rights, delete it, copy from my  
file.

Note: it still does not work with F1 from paradox.
You have to find opal9.hlp file in paradox folder and click it.
But you get some help.
