After many tries (trying anything and everything)...
We connected a printer locally to a laptop and the issue persisted.
Removing all (some machines had more than 1) OneNote printers, the issue
went away.
Not sure if removing them changed anything else (order of printers, etc),
but this worked.
None of the OneNote printers were first on the list.
I suspect a OneNote update came with the latest Windows updates (probably
MS-Office updates?).
