Thanks SO MUCH for this tip!
Here's a corollary:
I had the same problem, so I explored "This PC" on my system. However, there
were no links there that were dead or otherwise unavailable.
Following in the vein of your idea, I decided to unplug my phone (which was
connected via USB); although the phone WAS accessible via Explorer, removing
the phone FIXED THE PROBLEM.
