Of course whomever is going to be looking after it has the final say.

With Google groups, I would predict that any questions will go 
unanswered for long periods of time as people, including me, will not be 
signing in every day after repeatedly seeing no postings. Maybe once a week?

The very best thing is to be able to keep going on some kind of news 
server. The second best solution would be if the forum software chosen 
would have a feature to send an email when a new posting has been made. 
I wish I had more knowledge to fix this.
