It is/was. All of the content created since 2004 is only in Mambo, ported
from the static site - actually, from the data Liz used to manage the static
site.
The Mambo instance is no longer running, nor the underlying MySQL database,
but the database is still there (the raw MySQL files). I could probably get
to the content by installing another MySQL instance, and copying the MySQL
files into a database directory, and export it from there.
The export could be easily imported into Joomla, or probably any other CMS.
But as you point out, who would want to do this, and foot the ongoing
services bill, and upkeep? And for how long? Assuming no one, then the
ongoing value would probably just be statically hosting the export itself.
I'll see what I can do about creating that export. I'm kind of busy for the
next few weeks, but I'll try to find some time to give it a go, and report
back here with result.

The single biggest cost by far is time.

Trying to do my part.
