executing the "mailto:"-command starts the default mail client on the computer.
depending on what client you use, you can put parameters like subject, attachments
etc. to the mailto-statement. tested it with lotus notes and it works very
well.
for testing purposes, you can execute the mailto-command in windows by pressing
windowskey + r and typing in the mailto-command.
