Used the simple test directory and checked the system32 folder and no other
dll are present, maybe Peter's testing will help.

Just to be sure you've tried with a simple test directory (outside
protected windows's ones and with full windows rights on it) like this
(see picture attached) ?
Also can you check if you have mayby already some 32 bit Open SSL DLL in
c:\windows\system32 (libeay32.dll or ssleay32.dll) ? If you find some,
could you just for a little test move theses elsewhere and retry (maybe
restart first your pc) ?
I 'll make a little test on a windows 10 computer.
