Hi Kevin,
I am not sure exactly what you want to achieve but as long as you are
not wanting to edit a PDF file then take a look at the libharu open
source API.

I was involved way back with version 1.0.x of the project and still use
a modified version of that release.
It does look like Dev has stalled in recent times but it might be a goer
for you. Maybe I will revisit it myself one day and get up-to-date.
