if they're cutting off "mailto:", they're cutting off MAPI.. that is 
expected, eventually.. but where did it cut off? what update to 
win10/server2019/exchange, etc.?

The Reason is not 32Bit or 64 Bit,
µS ended in the 64Bit-Version of Outlook the function of "Mailto",
same in FileExplorer, were the MousRigth-Click on a PDF do not contain
Sendto EMail.. (simplest test for Version of Outlook)
