After a year of trying to find a cause of the error

     "Could not create main server socket.
     Error: Error : WSAACCES"

     "Could not start server"


I think I duplicated how it happens

I Start with a port defined as 10501.  If I reboot the server, I get the 
error every time. I change the port it to 10502 and it works until I 
reboot again.

Pretty crazy but I can't keep changing ports on a production website.

Or, it nay be that PDOX is running on Windows Server 2016



Any thoughts?
