I was thinking the site was in Mambo.

Seeing as the repository is a series of HTML pages, this is what I would 
suggest.

Find a web host to host Joomla. Install Joomla. Get a free template and 
generate a web site. Jazz it up as needed (or not). How much is your 
time worth? Get a Joomla add-on called HTMLtoArticles from Joomlashack 
for around $49 and do the whole lot in 10 minutes, or do it by hand - 
Create groups, create an article per HTML document, move the HTML 
document into the article and save. Job done in a week or so.

Searchable by group, name or any-which-way.

Install a forum on the same site. Set up groups and subgroups as for 
Pnews. Switch over.

What does it cost to host a Joomla site? $12 a month for 100GB 
bandwidth? Not enough? How many Paradox users were there left, did you 
say? Is it worth $150 a year? Or just download the HTML to your hard 
disk directory. Then decide about the groups.

Endless discussions that get nowhere are pointless.
